VR&E Self-Employment Track: Using Voc Rehab to Start a Business

VR&E can help a disabled Veteran start a business, but the feasibility review decides everything. Here is what VA examines, what it can fund and what to pair with it.

The Veteran Readiness and Employment (VR&E) self-employment track helps Veterans and service members with a service-connected disability start a business. VA helps you develop a business plan, analyses the concept, reviews whether the business is viable and provides training in small-business operations, marketing and finances. Official guidance describes tools, supplies, fees and training as the support VA can fund. It does not describe a start-up cash grant. This guide sets out who qualifies, the feasibility process, the limits and the outside help to pair with it.

Who qualifies for the self-employment track

VA's self-employment page gives three conditions, all of which must be true:

  • You have an employment barrier or handicap.
  • You are enrolled in VR&E.
  • Your service-connected disability makes it hard to prepare for, obtain and maintain suitable employment. VA defines suitable work as stable, not worsening your disability, and matching your abilities, aptitudes and interests.

Service members without a disability rating can also apply to VR&E. Entitlement to VR&E itself depends on your rating and an employment handicap finding, covered in the first part of this series.

The regulation adds a distinction. 38 CFR 21.257 allows VA to approve self-employment as a vocational goal when it finds the goal suitable. A separate, more extensive set of services is reserved for Veterans with the most severe service-connected disabilities, where self-employment is the only reasonably feasible vocational goal.

The process, step by step

  1. Apply for VR&E. Use VA Form 28-1900 or apply online if you already have a rating.
  2. Meet your Vocational Rehabilitation Counselor (VRC). The counsellor decides whether you have an employment handicap and are entitled to services.
  3. Attend orientation at your nearest VA regional office once found eligible.
  4. Develop a proposed business plan with VA's help. VA provides coordination services and help with the plan.
  5. VA reviews the plan and decides whether self-employment and the business are viable.
  6. Training and set-up. If the plan is authorised, the services in your written rehabilitation plan begin.

The feasibility review: what VA examines

Before VA authorises a self-employment plan, 38 CFR 21.257(f) requires a comprehensive analysis of the proposed business. The analysis covers seven areas:

Total Veteran cohorts bring UK and US veterans together with a coach, a peer and a written plan.

What VA can fund

Under 38 CFR 21.257(d), and subject to cost limits, VA may provide:

  • Vocational training.
  • Incidental training in business management.
  • Licence or other required fees.
  • Necessary tools and supplies for the occupation.
  • The employment services described in 38 CFR 21.252.

VA's public page lists the support it gives as coordination and plan-development help, business concept analysis, training in small-business operations, marketing and finances, and guidance on obtaining the resources needed to carry out the plan. That page does not say VA provides direct start-up funding, equipment or loans. The official sources reviewed for this guide state no rule on initial stock or inventory, leases or working capital. Ask your counsellor in writing what your plan can include and get the answer recorded in your rehabilitation plan.

Limits per the regulation

  • A self-employment plan with an estimated or actual cost below $25,000 can be approved by the VR&E Officer with jurisdiction over your case.
  • A plan costing $25,000 or more must be approved by the Executive Director, VR&E Service, as set out in 38 CFR 21.258. That is a higher level of review and a longer wait.
  • The regulation names tools and supplies and fees, not a general business grant.

VA also links related programmes that combine training with hands-on work: Special Employer Incentives (SEI) and Non-Paid Work Experience (NPWE). They suit people building skills before launch.

How long it takes

VA publishes no standard timescale and no number of sessions for the self-employment track. The overall VR&E programme can run up to 48 months, according to VA's education benefits comparison. The stages that set your pace are the VR&E application and counsellor meeting, writing the plan, the feasibility review and, for plans costing $25,000 or more, the higher approval. Treat any specific number of months you read online as an estimate and ask your regional office for its current timelines.

Why plans stall: likely weak points

VA publishes no statistics on why plans stall. Each of the seven feasibility areas is a test, so these are the likely weak points:

  • No evidence of demand. A market section with no customers, quotes or comparable local businesses.
  • Thin cost detail. A request for assistance with no line items for tools, supplies, fees and training.
  • No stated personal or bank financing. VA examines non-VA financing, so an empty section raises questions.
  • Unclear link to the disability. VA must find that your service-connected disability makes it hard to obtain and maintain suitable employment, and that self-employment is a suitable goal.
  • No training plan. A first-time owner needs a plan for learning finance, marketing and operations.
  • Plan cost of $25,000 or more. This triggers a higher approval level.

The SBA veterans page states that the federal government does not provide grants to start a business, and points to SBA-guaranteed loans through Lender Match for financing. Practical sequence

Take Boots to Business or SCORE mentoring while your VR&E application is processed. Bring the draft plan, the market evidence and a costed list of tools and supplies to your first counsellor discussion.
