VA Health Care While Studying in the UK: What FMP Covers and How to Claim
VA's Foreign Medical Program, known as FMP, covers medically necessary care for service-connected conditions in the UK. Everything else runs through the NHS, which a Student visa holder reaches by paying the health surcharge.
- FMP pays for medically necessary care that treats a service-connected condition, a condition aggravating it, or care under Veteran Readiness and Employment.
- FMP does not cover care received in or from the US or US territories, so a trip home falls outside it.
- File an FMP claim within 2 years of the care (VA Form 10-7959f-2); VA publishes a UK toll-free line, 0800-032-7425.
- The Immigration Health Surcharge (£776 a year for students, 9 October 2026) gives NHS access free of charge at the point of use, with charges for prescriptions, dental care and eye tests.
- Register with an NHS GP surgery early; no ID, proof of address or immigration status is needed.
VA health care follows you to the UK in one narrow form: the Foreign Medical Program, known as FMP. FMP pays for medically necessary care abroad when that care treats a VA-rated service-connected condition. It does not replace health insurance, and a student also needs the National Health Service (NHS) for everything else. Details below come from VA pages updated 8 October 2026 and gov.uk and NHS pages checked on 9 October 2026.
What FMP covers
VA's FMP page says services must be medically necessary and meet at least one of these tests:
- They treat a VA-rated, service-connected disability.
- They treat a condition associated with a service-connected disability that is worsening it. VA's example is depression linked to service-connected PTSD.
- They form part of care during the Veteran Readiness and Employment (VR&E) programme.
You may choose any licensed healthcare provider in the country where you live or travel, so a UK GP, consultant, hospital or pharmacy can qualify. Your FMP benefits letter lists the conditions covered and explains how providers file claims.
What FMP leaves out
- Care or supplies received in or from the US or US territories. A visit home is outside FMP.
- Care that is not medically necessary or does not meet the three tests above.
- Conditions with no link to a service-connected disability, such as a sports injury or a seasonal illness.
VA says some services are not covered and points to the FMP benefits letter for the detail. Read that letter before the first appointment.
Before you leave the US
- Sign in to VA.gov, choose Letters from the My VA menu, then Benefit letters and documents, and download your FMP letter.
- Check that your address and phone number are current. You can update them in your VA.gov profile or by phone, Monday to Friday, 8:00 a.m. to 9:00 p.m. Eastern Time (TTY 711).
- Confirm which bank account VA holds for you. VA says the way it pays depends on the account on file.
- Keep a copy of the letter on your phone and print one for appointments.
How to file an FMP claim
VA's claim guide describes two routes. In the first, you show your FMP letter and the provider files the claim, and VA pays the provider directly. In the second, you pay the provider and file for reimbursement yourself.
The deadline is 2 years from the date of care, or from your discharge date if you were admitted to hospital. To appeal a denial, you have 1 year from the decision. Include:
- VA Form 10-7959f-2 (the FMP Claim Cover Sheet) for email, mail and fax claims.
- An itemised bill showing the provider's name and title, addresses, phone number, the conditions treated and the dates of care.
- Proof of payment, such as a receipt or a bill marked paid.
- For hospital stays, the discharge summary, plus the operation report after surgery.
- For medicines, the prescription and a pharmacy receipt with the drug name, dose, quantity, cost and fill date.
Send claims online, by email to HAC.FMP@va.gov, or by mail to VHA Office of Integrated Veteran Care, Foreign Medical Program, PO Box 200, Spring City, PA 19475. How the NHS fits in
Most Student visa applicants pay the Immigration Health Surcharge with the application. On 9 October 2026 gov.uk showed £776 per year for students, with dependants aged 18 or over usually paying the same. For a course over 6 months and under a year the full yearly amount applies, and for a visa of more than a year up to 18 months it is the yearly cost plus half. The surcharge gives access to NHS care free of charge from the date your visa starts. Some services still carry a charge: prescriptions, dental treatment, eye tests and assisted conception.

Three examples
- Rated knee condition. You see a UK physiotherapist for it. The condition is on your FMP letter, so the provider can file with VA, or you pay and claim within 2 years.
- Flu in January. The condition has no service link, so FMP does not apply. Your GP treats you through the NHS, and you pay the standard charge for any prescription.
- Anxiety that VA links to a rated PTSD condition. VA's own example of an aggravated condition is depression linked to PTSD. Ask your provider to file with your letter and keep the diagnosis notes with the bill, since VA decides on the link.
Registering with a GP
NHS guidance says anyone in England can register with a GP surgery, including visitors. You do not need ID, proof of address or proof of immigration status. You need your name, date of birth, address, an emergency contact and your current GP details if you have one. Online registration takes about 15 minutes and you usually hear back within 5 days. If you hold a digital immigration status, you may be asked to prove it with a share code when you access healthcare. Register in the first week, well before you need an appointment.
Mental health and urgent help
VA lists overseas numbers for the Veterans Crisis Line, and the UK has its own services. Your university wellbeing service and your GP can arrange ongoing care. If you hold a service-connected mental health rating, FMP can cover UK treatment of that condition.
US: Veterans Crisis Line, dial 988 then press 1, text 838255, or chat online. From Europe, VA lists +1 844-702-5495 (try another regional number if it does not connect). UK: Samaritans, call 116 123 free at any time. In an emergency in the UK, call 999. For urgent care that is not an emergency, use NHS 111.
Keep records from day one
FMP claims fail on missing paperwork more often than on eligibility. Ask every provider for an itemised bill and a receipt at the appointment, and photograph prescriptions and pharmacy receipts the same day. Store them in one folder with your FMP letter, and note the date of each visit so you can see the 2-year deadline coming.
